Within the framework of the General Directorate of Civil Protection’s annual program, specifically the medium-term financial management strategy (Program 18 entitled “Civil Protection”), and in accordance with Law 18/05, the Organic Law on Finance, the General Directorate of Civil Protection, under the supervision of the Director General, Colonel Boualem Boughelouf, and in the presence of the Governor of Ain Defla Province, is organizing a regional workshop for Civil Protection directors and heads of administration and supply services from the central and central-western provinces of the country. This workshop, to be held in Ain Defla Province on March 12 and 13, 2026, is dedicated to defining the program budget objectives for the General Directorate of Civil Protection. This meeting represents a significant step towards strengthening coordination among the various officials responsible for financial and program management within the sector, ensuring the achievement of the set objectives and upholding the principles of good governance in the management of public resources. This workshop is part of a series of regional workshops to be organized by the General Directorate of Civil Protection in three provinces across the country, with Bordj Bou Arreridj Province hosting the event. The regional meetings will be held on March 15 and 16, 2026, followed by meetings in Ouargla on March 31 and April 1, 2026, and concluding in Tamanrasset on April 6 and 7, 2026.
These meetings are part of the General Directorate of Civil Protection’s efforts to promote modern financial management methods based on program and results-based budgeting, which allows for prioritizing and setting performance-related objectives, and improving the effectiveness of the sector’s financial resources.
This meeting also aims to outline the key features of the 2026 financial management plan and identify the strategic objectives to be achieved in the medium term. This will be accomplished through the development of a practical action plan that ensures financial resources are directed towards supporting intervention capabilities and improving the readiness of civil protection structures. Emphasis will also be placed on the management of the sector’s various intervention facilities, particularly by guaranteeing administrative and financial support for their implementation. This support will encompass all stages, from their inclusion in development programs, through the study and on-site monitoring phases, to their completion and handover, as well as ensuring their regular maintenance through the allocation of necessary funds. This will guarantee the continued readiness of these facilities, maintain their performance, and improve the level of operational services provided to citizens.
This meeting will also provide an opportunity to review the status of projects, both in terms of their physical and financial aspects, that are programmed within the sector’s development plans. This will involve monitoring their progress on the ground, identifying any obstacles or difficulties that have hindered the implementation of some projects, and enabling the adoption of measures to address these challenges and accelerate the pace of program execution. This meeting will also address the establishment of a financial roadmap for 2027, particularly concerning the scheduling of projects for the construction of new civil protection units. This is in preparation for upcoming arbitration sessions with the Ministry of Finance as part of the drafting of the next year’s budget law.
The meeting’s agenda will also include an assessment of the General Directorate’s support for sector programs, especially regarding procurement, supply, and maintenance, to ensure the readiness of intervention resources and improve the operational effectiveness of civil protection services.
In this context, the Directorate of Finance and Resources, through its Sub-Directorate of Budget and Accounting, allocated significant financial credits compared to previous fiscal years. These credits were fully communicated to the activity managers for the 2026 fiscal year, allowing for greater flexibility in financial management and ensuring the efficient and effective implementation of planned programs.
This meeting represents an important step in strengthening coordination among the various officials responsible for financial and program management within the sector. This contributes to upholding the principles of good governance and transparency in the management of public resources and achieving the objectives set for developing the Civil Protection apparatus.
