Working Visit to the Italian Republic
At the invitation of his Italian counterpart, Mr. Eros Mannino, President of the Italian National Fire Brigade, the Director General of Civil Protection, Colonel Boualem, accompanied by senior officials from the Directorate General, will undertake a working visit to the Italian Republic from December 15 to 18, 2025.
This visit is of particular importance as it falls within the framework of strengthening the strategic partnership between the two institutions by deepening the exchange of technical expertise and field experiences, and developing mechanisms for bilateral coordination and cooperation in the areas of major risk prevention, disaster management, and operational readiness for emergency response.
Upon arrival at the airport, the Director General and his accompanying delegation were received by His Excellency the Ambassador of Algeria to Italy, Mr. Mohamed Khalifi, before proceeding to the Directorate headquarters, where they were welcomed by Governor Ahilo Visconti.
Following this, an official meeting was held between the Director General of Algerian Civil Protection and his Italian counterpart. During the meeting, they discussed ways to strengthen bilateral cooperation, particularly in operational and training aspects, in order to serve the common interests of both sides.
This visit also aims to explore opportunities for expanding joint cooperation, contributing to raising the level of institutional performance and strengthening the human and technical capacities of both parties. These discussions will culminate in the launch of joint workshops with the participation of officials from both institutions.
This visit follows up on the visit of the Italian delegation to Algeria in June 2025, reflecting the shared desire of both sides to establish sustainable and fruitful cooperation in the field of civil protection.
Continuing on its second day of visit to the Italian Republic
As part of the official visit of the Director General of Civil Protection, Colonel Boualem, to the Republic of Italy, the Algerian delegation continued its field activities today with a visit to the Operational Training School of the Italian National Fire Brigade.
The delegation was received by school officials, who presented comprehensive technical overviews of the operational training system in place. These included the training programs implemented, various advanced simulation equipment and devices, particularly those simulating aircraft and ship fires, tunnel fires, and radiological, chemical, and biological incidents. The presentations also covered the mechanisms used to enhance operational readiness and preparedness for various hazards.
The visit also included the Central Firefighting Schools, where the delegation learned about Italy’s leading experience in specialized training, especially in fire investigations. They also exchanged views and expertise on ways to develop human resource skills and strengthen operational capabilities. These visits fall within the framework of a joint effort aimed at consolidating and strengthening bilateral cooperation relations between the two institutions, particularly in the areas of training, exchange of technical expertise, and development of joint work mechanisms, in order to contribute to raising the level of performance and operational readiness.
During the third day of the visit to the Italian Republic, His Excellency the Ambassador of Algeria to Italy, Mr. Khalifi Mohamed, received the Director General of Civil Protection and his accompanying delegation, as well as the Italian Director General and his accompanying delegation, at the Algerian Embassy in Rome.
This meeting was dedicated to discussing prospects for bilateral cooperation between the two countries in the field of major disaster prevention and ways to develop operational intervention systems.
Conclusion of a Working Visit to the Italian Republic
As part of the official visit of the Director General of Civil Protection, Colonel Boualem Boughelouf, to the Italian Republic, he traveled today, accompanied by his Italian counterpart, their respective delegations, and His Excellency the Ambassador to Italy, Mr. Mohamed Khalifi, to the Higher Institute of Firefighting.
The delegation was received by the Institute’s Director and staff, who presented a detailed technical overview of its mission, the advanced and specialized training programs it oversees, and its role in developing expertise and promoting research in the fields of prevention and intervention to address various hazards.
On this occasion, a joint technical meeting was held to review the visit’s outcomes. The meeting culminated in the joint signing of a decree establishing a bilateral working group tasked with monitoring and implementing the Memorandum of Understanding concluded between the Algerian and Italian institutions. His Excellency the Ambassador of the People’s Democratic Republic of Algeria to Italy was also present.
The Memorandum of Understanding aims to strengthen bilateral cooperation and the exchange of expertise in various fields of civil protection, particularly:
Prevention and mitigation of natural and technological hazards.
Disaster and risk management, including proactive planning and rapid response.
Specialized training and development for personnel through the exchange of educational programs, practical courses, and joint exercises.
Exchange of technical and practical expertise in firefighting, rescue, and first aid.
Research and development and the exchange of scientific studies and expertise in disaster risk reduction.
Mutual support and exchange of technical assistance in the event of major disasters, within the limits of available resources and applicable legislation in both countries.
This step falls within the framework of strengthening the strategic partnership between Algeria and Italy and consolidating institutional cooperation in the areas of training, exchange of expertise, and development of operational readiness to address various risks.
