The Algerian Civil Protection, like other civil protection agencies of member states of the International Civil Defence Organisation, commemorates World Civil Defence Day, observed annually on March 1st. This occasion is a significant opportunity to highlight the pivotal role played by civil protection services in safeguarding people and property and preserving the environment. This is achieved through the development of rich and diverse programs aimed at raising awareness of the importance of preventing environmental risks and strengthening society’s capacity to adapt to and coexist with various environmental challenges in sustainable and resilient ways.
These events also aim to inform the public about the necessity of adhering to preventive measures and procedures adopted during accidents or disasters. In this context, several events are organized nationwide, including open days at various facilities of the General Directorate of Civil Protection. These events feature documentary screenings, exhibitions, lectures, and cultural and sporting activities, as well as practical drills simulating various everyday and major hazards. The goal is to emphasize prevention, raise awareness among citizens, and instill a culture of self-protection.
The official celebrations will be held at the headquarters of the General Directorate of Civil Protection, under the supervision of the Minister of the Interior, Local Authorities, and Transport, Mr. Said Saïoud, along with the Director General of Civil Protection, Colonel Boualem Boughelouf, and in the presence of senior state officials.
This year’s theme is “Environmental Risk Management for a Resilient and Sustainable Future,” a theme approved by the Executive Council of the International Civil Defence Organisation.
In light of rapid urban and environmental developments, environmental protection has become a key strategic focus within the Civil Protection’s vision for a resilient and sustainable future. This vision prioritizes the safety of lives, the protection of property, and environmental protection by combining field intervention, the preservation of natural resources for future generations, community awareness, and the building of a safe and sustainable environment. These efforts also contribute to addressing the challenges of natural and industrial disasters, reducing desertification and pollution, protecting soil from erosion, and combating forest and agricultural fires, which have devastating effects on human and wildlife.
Based on the sector’s efforts to promote environmental sustainability and protect natural resources, the Civil Protection services regularly participate in various environmental activities, such as afforestation campaigns, particularly the initiative to plant five million trees across the country’s provinces. They also contribute to efforts to combat desertification and mitigate the effects of environmental disasters, thus protecting vegetation cover and restoring damaged areas. This reflects the public authorities’ commitment to contributing to international efforts to address environmental challenges and achieve the Sustainable Development Goals.
Prevention is a fundamental part of the Civil Protection strategy. Comprehensive plans are developed to address natural disasters such as earthquakes, floods, extreme weather events, and forest fires, which can cause widespread environmental damage if not proactively addressed. Efforts are also made to develop appropriate infrastructure and enhance public awareness to reduce harmful behaviors, such as the indiscriminate burning of waste and the improper disposal of chemicals. Early warning technologies are utilized to predict risks and minimize human and environmental losses.
The Civil Protection’s efforts and efficiency in responding to environmental hazards, particularly those resulting from industrial accidents such as chemical and radioactive leaks that pose a direct threat to the environment and population, have been highlighted. An integrated and systematic approach has been adopted, utilizing advanced equipment and specialized, trained teams to manage these incidents, limit the spread of toxic materials, protect soil and groundwater, and quickly contain leaks. This includes organizing the evacuation of affected areas to ensure public safety and utilizing citizens trained in the volunteer community first responder program for field support and assistance.
Protecting vegetation and preserving natural resources are among the Civil Protection’s top priorities in combating forest fires, which pose a direct threat to the ecosystem. This is achieved through the application of legislation related to major hazards, which defines the responsibilities of each agency and regulates relief efforts. Furthermore, modern equipment and technologies are employed for firefighting, such as advanced digital applications and platforms, and early warning systems. Civil Protection services also play a leading role in environmental protection, combining their field interventions with cooperation with various stakeholders and partners to achieve integrated environmental sustainability and respond to future challenges. Their role is not limited to direct intervention but also includes environmental awareness programs targeting all segments of society, aiming to instill a culture of environmental conservation and encourage active participation in its protection.
As part of their communication strategy, Civil Protection services have strengthened environmental awareness through media outlets and social media platforms. This has been achieved by disseminating awareness messages that promote sound environmental practices, warn of the dangers threatening natural resources, broadcast public service announcements highlighting the risks of starting fires in unauthorized areas, and provide guidance on safe locations. They have also produced visual content and awareness designs to protect vegetation as a national treasure requiring protection, reduce harmful behaviors, and support environmental initiatives, thus contributing to building an informed society that preserves its natural resources for the benefit of future generations.
