Within the framework of implementing the annual program of the General Directorate of Civil Protection, particularly with regard to embodying the medium-term financial management strategy within Program 18 entitled “Civil Protection”, and in implementation of the provisions of the Organic Finance Law No. 18-05, particularly with regard to the preparation and implementation of contracts of objectives and performance, the General Directorate continues to organize a series of regional study forums for the benefit of directors of civil protection and heads of administrative and supply services.
In this context, Ouargla Province will host the activities of the third regional study forum on April 1 and 2, 2026.
The launch of this forum was supervised by the Governor of Ouargla Province, accompanied by the President of the State People’s Assembly, and the Director of Finance and Means, Colonel Nasseri Souad, in the presence of the Inspector of Civil Protection Services, Colonel Ashour Farouk, members of the Security Committee and the Director of Civil Protection of the State.
This forum, which falls within the dynamic of reforming the public financial management system, is devoted to setting objectives related to the program budget of the General Directorate of Civil Protection, within the framework of the transition from the means budget to the results budget, as it constitutes a space for consultation and exchange of visions between various actors, in a way that enhances sectoral coordination and enshrines the principles of governance and efficiency in the use of public resources.
This meeting also aims to identify the major directions of financial management for the year 2026, and to outline the priority strategic axes in the medium term, by preparing an integrated work plan that ensures that financial resources are directed towards supporting intervention capabilities and enhancing the readiness of civil protection structures.
During the forum, the status of sectoral projects in terms of material and financial progress will be discussed, while identifying the obstacles hindering their implementation in the field, and proposing practical solutions to address them and accelerate the pace of their completion, in a way that ensures the achievement of the set goals within the specified deadlines.
The meeting will also be an opportunity to discuss the mechanisms for sponsoring intervention facilities, starting with registering projects within development programs, through field studies and follow-up, and ending with final receipt, while emphasizing the importance of periodic maintenance and providing the necessary financial appropriations to ensure their readiness.
